1. It is with very great regret that I have to record that the Harbour Master's letter of explanation does not in my opinion exonerate him from responsibility in the loss of Government

money. Referring to his letter,-

para.2. A "searching enquiry" would not be content with being aasured by subordinates. it was easy to ascertain whether or not the Shroff did collect monies by enquiry from the Treasury or Bank

The Auditor was able to ascertain or inspecting the Bank receipts.

The Harbour Master at once see last para. on page 2 of his report. aasured Messre. Messer and Qeborne that the new scheme was working smoothly and well, when in point of fact according to the Auditor

He was as a matter of fact able to it was not in operation at all. find out later that that Shroff had been collecting money. Use of prohibited forme. "Prohibited" was too strong a word. Mr. Messer condemned these forms, and the Harbour Muster states (para. 4 of 3.11.10) that he considered it advisable to use up the old

stock on the score of economy.

Retention of money by Shroff. See Mr. Dallin's statement on p.3 of his report "(the Shroff) at times (did) not account for his The Harbour Master auys her daily collections for 5 or 6 days".

Colonial Office Rogulation paid into the Bank "every other day".

says it must invariably be paid in daily.

Keeping 1.0.U &c. in a public safe.

The Sailors' home of which

but

the accounts are kept by a Government Officer, who receives an allowance for doing so ie hardly a strictly "private concern",

In any case I accept the Harbour Master's explanation of his view. the money lent was obviously Government money which the Shroff should

not have had in his keeping.

para.3. If the Harbour Master has been detained in office so much it follows that the Assistant Harbour Master has been free to do the out-door work he refers to. And conversely the Assistant
